where can i look to find out who a cell phone number belongs to? i did reverse lookup on whitepages.com?

It says it’s a Cingular cellphone but nothing else.

About the only way of finding out is to call it back – all that you’ll get from doing a reverse-lookup is the cell phone company and city that it is from.

Best of luck !

The identity of a cell phone’s user is kept private for all but law enforcement officials. This is why it is rare to get telemarketers calling a cellphone.
    So, you’re out of luck.

You can file a complaint with police after three complaints they can investigate.

Might vary state to state. Check with local officials/authorities.

There is no such thing as a free reverse cell phone number lookup. There are some providers that will give you the number of a subscriber if you are also part of that network. You need to check with your provider to see if that is possible.

You will need to use a paid lookup service -like http://beyourowndetective.net/reverse_phone_lookup you can check the comparisons listed below in my references.
