I am having a problem with someone using a cell phone to call mine, and hanging up. I thought if I ignored it then it would stop, but it hasnt an law enforcement doesn’t seem to be too interested in helping me. I would like to find out who it is so that I can deal with it with them instead of going through law enforcement.
I don’t know of any reverse directories for cell phones, but have you tried calling your service provider & asking them to block the # from calling you? They can find out how many times that particular # has called you & would have better luck prosecuting (if necessary) than you would.

You could use a service such as http://www.reversecellphonelistings.com .
This website allows you type the cell phone number into the search box and then click on the search button to reveal a Google map of where the phone number is located and what line type it’s on.
After that, you’ll have to pay for the owner information (their name, exact address, age, etc) for the price of $15 for a single lookup OR a $50 one-off fee for unlimited lookups.
I’ve used this site for 3 lookups and all of the information it gave me was absolutely spot on. That’s why I prefer to pay the relatively small fee for the information this site provides. It’s all 100% up to date, legal and confidential meaning that everything you do with the service is anonymous and above board.
What’s more – the service has a "no hit no fee" guarantee which means that you have got to get the right information, otherwise you don’t have to pay for it.
That will help you find out who called by providing information you can trust.
