There is a number on my boyfriend’s cell that I want to know who it is. He had 21 calls to that number last month, and it comes up to a cell phone in the area, but no name. I need to know who this is.

There isnt really a good way to do it. Its not going to be public information anywhere the way that home phone numbers usually are. There are websites that claim to be able to get cell phone # information for a price, but usually they are a joke. I used them on a semi-regular basis for about 3 years. Its hit or miss, and its expensive. You could always write down the #, call from a phone that cant be traced back to you, or dial *67 on your cell then the # and it will block your # from showing up on their ID. Let it ring and see if you recognize the voice of the person at the other end, or if you get a voicemail the person will probably just say "this is___".
However, I would reccommend you just ask your boyfriend first. Just be prepared to explain how you know that he called the # 21 times…
