Someone keeps harrasing me by calling my cell phone number, and when I look at the caller i.d. screen, it says "Incoming Call…". I want to find out who this is, because it’s really making me mad. I don’t want the feds. involved, I just want to know how to trace a blocked number. Please tell me, so it will stop!

Call your cell phone provider and tell them what’s going on. Most providers have a code that a customer can punch in after they have received a harrassing call. After two or three of these codes have been entered per a specific number, their system blocks that number from connected again.
So call your provider and ask them for their help.
